The state Department of Natural Resources has scheduled one public hearing to handle wastewater treatment permits for five concentrated animal feeding operations (CAFOs) in Kewaunee County.

The DNR published a single public notice for all five dairy farms’ Wisconsin Pollutant Discharge Elimination System (WPDES) permit applications on Oct. 24. The public hearing has been scheduled for 10 a.m. Nov. 28 in the Exhibition Building at the Kewaunee County Fairgrounds, 621 Third St., Luxemburg.

Dairy Dreams LLC, Kinnard Farms LLC, Seidl’s Mountain View Dairy, and Wakker Dairy Farm Inc. are seeking renewals of their WPDES permits. Sandway Farms LLC recently passed the minimum threshold for being designated as a CAFO – the equivalent of 1,000 animal units or more – and is applying for a permit for the first time.

The DNR has made a preliminary determination that all five permits should be granted.

In addition to the public hearing, written comments are being accepted up to seven days after the hearing (Dec. 5) by the DNR – the addresses are Casey Jones, Oshkosh Service Center, 625 E. County Road Y, Oshkosh, WI 54901, or Casey.Jones@wi.gov.

Anyone providing comments in response to the notice is expected to receive a notification of the DNR’s final decision regarding permit coverage. The permits are effective Jan. 1, 2018, through Dec. 31, 2022.

Receiving Water and Location: Surface water and groundwater within Ahnapee River Watershed

Brief Facility Description: Dairy Dreams LLC is an existing Concentrated Animal Feeding Operation (CAFO). It is a dairy operation with 5,250 animal units and is not proposing to expand during next permit term. Dairy Dreams LLC has a total of 7,666 acres of cropland in approved nutrient management plan. Of this acreage, 2,135.8 acres are owned and 5,530.2 acres are controlled through contracts, rental agreements or leases or under manure agreements. At current size, approximately 52,345,813 gallons of manure and process wastewater will be generated annually. Current liquid storage capacity is 212 days of waste storage.

Kinnard Farms Inc., E2675 County Road S & N8200 Tamarack Road, Casco, WI

Receiving Water and Location: Surface water and groundwater within the Kewaunee River Watershed

Brief Facility Description: Kinnard Farms Inc. is an existing Concentrated Animal Feeding Operation (CAFO). It is a dairy operation with 10,060 animal units and is proposing to expand to 12,860 animal units by 2022. Kinnard Farms Inc. has a total of 11,429.4 acres of cropland in approved nutrient management plan. Of this acreage, 1,879.5 acres are owned and 9,549.9 acres are controlled through contracts, rental agreements or leases or under manure agreements. At current size, approximately 105,355,750 gallons of manure and process wastewater will be generated annually. Current liquid storage capacity is 411 days of waste storage.

Sandway Farms LLC, E1411 Bolt Road, Denmark, WI

Receiving Water and Location: Surface water and groundwater within the East Twin River Watershed

Brief Facility Description: Sandway Farms LLC is an existing dairy operation that has 1,045 animal units and is proposing to expand to 1,258 animal units by 2019. Sandway Farms LLC has a total of 2,327.5 acres of cropland in approved nutrient management plan. Of this acreage, 757.5 acres are owned and 1,570 acres are controlled through contracts, rental agreements or leases or under manure agreements. At current size, approximately 11,819,734 gallons of manure and process wastewater will be generated annually. Current liquid storage capacity is 414 days of waste storage.

Seidl’s Mountain View Dairy LLC, E745 Luxemburg Road, Luxemburg, WI 54217

Receiving Water and Location: Surface water and groundwater within the Kewaunee River Watershed

Brief Facility Description: Seidl’s Mountain View Dairy LLC is an existing Concentrated Animal Feeding Operation (CAFO). It currently has 1,617 animal units and is not proposing to expand during next permit term. Seidl’s Mountain View Dairy LLC has a total of 2,061.5 of cropland in approved nutrient management plan. Of this acreage, 616.8 acres are owned and 1399.7 acres are controlled through contracts, rental agreements or leases or under manure agreements. At the current size, approximately 14,838,349 gallons of manure and process wastewater will be generated annually. Current liquid waste storage capacity is 488 days of waste storage.

Wakker Dairy Farm Inc., N2348 State Highway 42, Kewaunee, WI 54216

Receiving Water and Location: Surface water and groundwater within the East Twin River Watershed

Brief Facility Description: Wakker Dairy Farm Inc. is an existing Concentrated Animal Feeding Operation (CAFO). It currently has 3,123 animal units and is proposing to expand to 4,612 animal units by 2019. Wakker Dairy Farm Inc. has a total of 3,368 acres of cropland in approved nutrient management plan. Of this acreage, 434 acres are owned and 2,933 acres are controlled through contracts, rental agreements or leases or under manure agreements. At current size, approximately 20,969,410 gallons of manure and process wastewater will be generated annually. Current liquid storage capacity is 355 days of waste storage.
